Default 930 Engine Speed Problems

Hi guys,
I own a '76 930 (3.0) with CIS and a bunch of moderate mods including twin plug electromotive. Anyway, I just put the motor back in the car and every time I start the car (warm or cold) the engine will rev up to about 3000rpm (talk about scaring the neighbors) and then within 2-3 minutes it will settle back down to its proper 800rpm range.

I changed the Aux Air (spare in a box), which I know helps on cold start to bring engine speed up slightly, no luck. I changed the WUR (spare in box), no difference.

I have not done a system pressure (cold and hot) analysis yet. Any thoughts? There are very few vacuum lines on an early 930. (throttle body to WUR), (throttle body to blow off valve) and one more that escapes me.
