Default Lighting advice

I have been trying to work out best option for getting more from my head lights.
I can get plug n play kits on ebay but have also read they blind on coming drivers(not on in the nanny state I live in or something I would ever consider). I don't need super high output, just a little more than current set up.

I have seen the kit on rennbay, but not sure if that is overkill, although I do like that it should keep car legal and not effect on coming drivers. I am also thinking that with just a harness upgrade kit, I could source other parts locally which should be cheaper.

What's the go ?

TIA
peace

Thanks guys, after talking to John, I have a fair idea about what is best option down the track, as this isn't an urgent upgrade

sometimes I think getting this car opened pandora's box so many things I want to do, but I am happy my "must do" list, is almost gone, and am now just building a "like to do" list. I have a feeling this car is always going to have a close relationship to my wallet
